From One Cluster to a Scalable, Statewide Solution
Building on the success of the Balga Hub, our vision is to take the NKEFAC Cluster Model beyond a single region towards a scalable, evidence-backed solution for Aboriginal education across Western Australia and beyond. Over the next three years, our roadmap outlines a clear, strategic approach to consolidate, expand, and scale our impact:
Consolidate to Strengthen
Fully embed the model within the Balga SHS Cluster
Collect 12 months of outcome data to demonstrate continuity and long-term impact
Expand and Evaluate
Formal Funded Research Evaluation Report currently being conducted, due to be published in December 2025.
Launch 2–3 new cluster sites using costed model.
Attract philanthropic and government grants.
Scale and Share
Finalise replicable model documentation.
Present to state and federal government for inclusion in strategic Aboriginal education planning.

Success in Action: The Impact of the Cluster Model at Balga Hub
The Balga Hub is living proof of what’s possible when community, culture, and education come together in a coordinated model. Since implementing the NKEFAC cluster approach, the Hub has demonstrated measurable success across academic outcomes, cultural engagement, and student development.
Key Highlights
In-school tutoring results – 20 (Year 7-10) students over the past 2 years returning and sustaining Mathematics, English and Science classes. Highlights – 5 girls gaining 85%+ achievement in final maths tests at the end of the year, and 12 students advancing a level of achievement within one year.
4 work placements in schools, 2 Year 12 Traineeships and 1 graduate employed as Education Officer over the past 18 months.
15 K-3 students achieved 80% improvements from Phase 1 to 6 in phonics across two schools.
15 K-3 students attaining improved levels of basic time table competency.
3 Elders supporting phonics and numeracy K-3 students, school enrolments and Leadership and Traineeship progress.
Aboriginal Education Part Time Workers across all schools strengthened in professional learning through the Model.
3 Year 12 students gained driver’s licenses through Elder support.
School staff in all schools feel supported and families communicate with greater freedom and comfortability with schools, through the Model connections support.
